Head of City Services: £60k - £65k

This role will take the lead a number of our most high-profile, public facing services – that have a very direct and measurable impact on quality of life in the City.


These include:

  • waste management;
  • street cleansing;
  • grounds maintenance;
  • parks and open spaces;
  • environmental projects;
  • bereavement services;
  • parking & enforcement.

These are highly visible services and you can expect considerable public and political scrutiny and attention. Immediate priorities will include bringing about improvements in city centre cleanliness and offering professional insight and advice on potential changes to waste collection protocols. As the Council’s lead officer on the Worcestershire Waste Partnership arrangements, you’ll have an important advocacy role, brokering a joint approach that works well for our residents.

We expect that you’ll already have an accomplished track record of leading operational services and embedding effective performance management methodologies. You’ll have a keen sense of resource and financial management, and good commercial awareness – that includes both the effective management of costs and a readiness to explore and evaluate income generation opportunities. With responsibility for a considerable staff cohort (120+), your people skills will be vital to success in the role and you should have a good appreciation of the importance of managing political engagement effectively in relation to these high-profile services.
